Missouri cannabis regulators are opening the door one last time for aspiring small business owners to enter the state’s legal marijuana market for the final round of coveted microbusiness licenses.

The Department of Health and Senior Services Division of Cannabis Regulation announced that the application window for 77 new microbusiness licenses will run from July 13 through July 27, 2026. Winners will be selected by lottery on Sept. 9, with successful licenses expected to be issued in December.

The move fulfills the final portion of a constitutional mandate approved by voters in 2022 under Amendment 3, which legalized recreational cannabis and required the state to issue at least 144 microbusiness licenses to promote economic opportunities for underrepresented and marginalized communities.

“These licenses are designed to expand opportunities for marginalized or underrepresented individuals to participate in the state’s regulated marijuana industry,” DHSS officials said in a statement.

To qualify, applicants must be majority owned and actively operated by eligible individuals who meet specific equity criteria. Those include low-income residents, people from economically distressed areas, veterans with service-connected disabilities, or individuals with prior non-violent marijuana offenses.

Strict rules are in place to protect the program’s integrity. No applicant may hold ownership in other cannabis facilities, and each entity or individual is limited to a single microbusiness license, either for a dispensary or a wholesale operation focused on cultivation and manufacturing. Officials emphasize that majority control must remain with qualifying individuals, and the state has cracked down on previous predatory arrangements that sidelined true equity participants.

Applicants will pay a $1,500 fee, which is refundable for those not selected under certain conditions. At least one majority owner must complete state-mandated pre-application training. The lottery will be conducted randomly by the Missouri Lottery across eight congressional districts and two license types to ensure broad geographic distribution.

The program has had a turbulent history. Earlier rounds saw dozens of licenses revoked amid compliance failures and concerns over outside investors using proxy applicants to circumvent equity requirements. Regulators say new safeguards aim to prevent such issues in this decisive final draw.

Prospective applicants can access educational resources, forums, and detailed eligibility guidelines on the state’s cannabis website. DHSS is encouraging early preparation as the short two-week application period approaches.

With Missouri’s cannabis market already generating significant revenue, the 77 new microbusinesses could inject fresh competition and local entrepreneurship into the industry. For many eligible residents, the lottery represents a rare chance at facility ownership in a sector long dominated by larger players.
